Foreign Office, September 1, 1909. YOUR telegram No. 143 [of 31st August: Chenchow-Taonan-fu Railway]. Paulings have been in communication with Japanese Embassy here, and have ascertained the conditions on which the Japanese would agree to the construction of the railway, Paulings are favourable to Japanese participation, but consider them- selves bound to the Chinese, and therefore were not at liberty to propose or entertain the idea without Chinese consent. Japanese originally expressed apprehension that extension of this line northwards would tap traffic on the main line which would other- wise go by South Manchurian Railway. They will therefore probably maintain objection unless Chinese come to an agreement with them about it, but I do not see what more you can do at this moment.
